I've never had to provide a photo ID to any doctor or hospital, ever, and I've spent a lot of time in doctor's offices and hospitals, both as a child and as an adult. That said, he very well may have had to himself, as he's in a different area than I am. Then again, maybe he just looks suspicious. Nah, he's likely a minority, and minorities tend to be questioned more thoroughly than white men and women are. The hospital probably just wants to verify that he can pay for treatment, as he probably looks like he can't lol

A Social Security # is all that is required here, from my experience anyway, though I doubt it's absolutely necessary...as in: There are likely to be exceptions to the rule. Someone suffering from a heart attack, for example. The hospital is probably required to provide minimum care in such cases, irregardless of identification. As I've mentioned already though, other areas in our country may indeed require a photo ID, but my guess is those areas are full of (_!_) republicans in positions of power within that locality.
Identification is mostly intended for billing purposes. If someone cannot be identified, they are assigned an identity, typically "John Doe" or "Jane Doe", in order to provide the correct care for each individual. Mind you, "correct care" in this case means that if you are poor, you will receive the minimum treatment required under the law, which, in most case, means the poor don't actually get the care they need to be healthy.
