Surrounded by circus clowns and a ringmaster in a glittery top hat and tails, Mayor Rudolph W. Giuliani was about to bestow a proclamation honoring the Ringling Brothers and Barnum & Bailey Circus yesterday morning when two animal rights demonstrators jumped out of their seats in the Blue Room at City Hall. They began throwing fistfuls of fake paper money and shouting, ''The elephants can't buy their freedom, but Ringling bought you.''

For a brief few seconds, as the green and white play money swirled around the mayor's lectern and into the laps of reporters at his daily news conference, it seemed to be part of the event. Mr. Giuliani and other officials, including the Manhattan district attorney, Robert M. Morgenthau, looked on uncomprehendingly as police officers in the City Hall security detail dragged the two protesters from the room.

Only after Mr. Giuliani had presented the proclamation, when a reporter asked for his thoughts on the demonstrators from the group called People for the Ethical Treatment of Animals, did Mr. Giuliani realize that the outburst had been politically motivated. ''Is that what they were doing this morning?'' the mayor asked. ''I don't know. I thought they were a vast left-wing conspiracy or something.'' He defended the circus. ''What I have seen of the treatment of the animals in the circus is that the animals are cared for very, very well and there's a good reason for it,'' he said. ''I think the people in the circus love animals. And number two, the animals are enormously important and the health of the animals is enormously important to the circus performing correctly.''

But Ringling Brothers has often been criticized by animal rights groups like P.E.T.A. In a statement yesterday, the group accused the circus of acts of cruelty involving a number of animals that have died in recent years. The circus denies the accusations. In the same statement, the group also criticized Mr. Giuliani for accepting $2,000 in contributions to his Senate exploratory committee from Kenneth Feld, the producer and chief executive of the Ringling Brothers circus.

The two protesters, Luke Downing, 20, and Arathi Jayaram, 23, sneaked into the Blue Room by posing as journalists. They were arrested and charged with trespassing and disorderly conduct, a police spokeswoman, Valerie St. Rose, said. Before the protesters were charged, Mr. Morgenthau, who was at the event to accept free circus tickets for needy children involved with the Police Athletic League, said they were unlikely to face serious punishment.

The incident was a source of embarrassment for the security-obsessed Giuliani administration. Officials said reporters covering City Hall would no longer be permitted to walk unaccompanied in the part of the building where the mayor's offices are.

In a bit of animal pop-psychology, the mayor said that animals with a purpose in life were happier than those without one. He called objections by P.E.T.A. to animals in the circus ''weird.''

I asked her what happen. She told me she had a shoulder replacement. REPLACEMENT!. It was clear she wasnt made of money. Now if she can have her shoulder replaced, then why the heck cant a guy who is married to a billionaire get his shoulders replaced? I mean, c'mon they look like midget arms.

Ex-butcher gets life for murdering NY drug dealers

NEW YORK (AP) — A former butcher has been sentenced to life in prison for killing two New York drug dealers and carving up their bodies.

A federal judge in Brooklyn imposed the sentence Friday. Jurors could not reach a unanimous decision on whether 44-year-old Humberto Pepin Taveras (Um-ber-TOH' Peh-PEEN' Ta-VEH'-ras) deserved to be put to death.

The same jurors found Pepin guilty last month in the 1992 and 1995 killings. The defense said he acted in self-defense.

One victim's body parts were dumped in a park. The other man's dismembered body was found in a car that was set on fire on the Long Island Expressway in Queens.

Taveras worked as a butcher in the Dominican Republic before coming to the United States.

Drug dealer spared death penalty

A Brooklyn federal jury spared the life Friday of a convicted drug dealer and killer when panel members couldn't unanimously agree that he deserved the death penalty.

One of the jurors in the case of Humberto Pepin Taveras said as many as five of the 12 panel members favored a life sentence for the defendant. Since the panel wasn't unanimous on capital punishment for Pepin Taveras, by default he was given a life sentence without parole by Judge Jack Weinstein immediately after the jury announced its decision.

"Today is my birthday," Pepin Taveras told the court and jurors moments before Weinstein pronounced sentence.

"I would like to thank the jury for giving me a life," he said, with the jury still present in the courtroom.

Pepin Taveras was convicted last month of carrying out the murders of drug dealers Jose Rosario in 1992 and Carlos Madrid in 1995. Evidence established that Pepin-Taveras had the bodies dismembered.

Juror Dominick Brunone, 51, said he favored the death penalty because he didn't think Pepin Taveras could be rehabilitated in prison. Brunone said that eight jurors favored the death penalty in one of the murders but that the number dropped to seven on the other. He didn't specify which of the murders held a higher percentage of jurors voting for death.

Weinstein ordered Pepin Taveras taken away to begin his sentence.
