You know I'm going to say elected... (laughs) The point I'm making is they are wrong to take over every school or city that is in the red. They have given themselves the power to micromanage all schools and cities in the state, "firing" any person or board that resists them. It's an immense power grab. Say the Democrats control a certain school or city; No problem, the Governor can dismiss all of them easily, elected or not! If Obama did EXACTLY the same thing on a national level, people would immediately remove him from office. This is as serious as it gets. This is why I don't believe our system is functional. The lawmakers govern themselves. This is the result of that corruption, a totally legal power grab, that is also totally unethical.
Bear with me here: When comparing the two (the trickle-down theory vs the trickle-up theory) strictly on the effect each has on boosting the economy, the former is a cross-your-fingers and hope thing while the latter is a sure thing. Poor people spend their money, period. They have to to survive. All that money goes directly into the economy, and quickly. The purchases (of goods and services) they make has an immediate effect on a company's bankroll. They in turn can create more product and the profits move quickly upward. You simply can't say big business is going to help the economy as fast and as sure when they get an equal amount of money given to them. Say the economy is a crop. Giving big business money is like flying a plane loaded with dry-ice into a cloud in order to seed it and make it rain onto the crop. You might get a sprinkle here or there, but the majority of the crop will wither and die. Giving poor people that same amount of money is like installing a sprinkler system onto the field itself. the crops will grow, and fast.

The process involves being selected for auditing (if you are in the red, that qualifies), a preliminary review, the governor can then appoint a review team (who negotiate and sign a consent agreement with the chief administrative officer of the local government, failure to sign the agreement allows the local government to be placed in receivership), or "Upon the confirmation of a finding of a financial emergency, the governor shall declare the local government in receivership and shall appoint an emergency manager to act for and in the place and stead of the governing body and the office of chief administrative officer of the local government." So, you're saying the governor has the authority to simply dismiss any elected official he pleases, on a whim? No cause is required, no oversight, he can just wake up one day & fire every Dim who holds an elected position? Kinda hard to believe. Are you sure you aren't stretching this a bit?
I have to admire it though, it's absolutely brilliant ...but for a business, not a political party. The Republicans overstepped themselves here big time. Time will tell if it causes them the damage they deserve for putting democracy on the shelf while attempting to resolve the state's financial issues.
