Well that is precisely what it is. Same as student loan forgiveness, kowtowing to the voters in Dearbornistan and everything else he will do the next five months. He isn't a man of principal. His first day in office he ended Trump's stay in Mexico policy and opened the border. Recently he tried to get the Republicans to vote to close it saying HE COULD NOT DO IT ALONE (a lie as he opened it and could close it anytime). Now as the election is coming he unilaterally closed it - limiting the # that can come in. THE BORDER IS NOT CLOSED. ADDITIONALLY, for over a year, the Biden administration has been flying illegals into the country to avoid the border completely!
