The fraud scandal in which he is embroiled has put too much pressure on him and is causing him to be unable to do his job (or words to that effect). Poor thing. If Tampon Tim hadn't pressured the whistle-blowers to shut up about the fraud, this fraudulent activity could have been discovered earlier and the suspension of these funds probably would never have happened.
