The Latin makes it pretty clear, a perpetrator proceeds with a clear goal in mind, and sets out to accomplish that goal, a participant/participator partakes in an activity, but may do so unknowingly or against his will.

Apply this however you'd like to the current discussion - the words do in fact mean different things.

Don't be shy--be specific and cite your source. What reports of weapons you're talking about, in what precise time frame, and how those reports were shown to be fraudulent. Because the facts behind the "intelligence failure" which took place during the Bush administration, in the lead-up to Bush's war are well documented. See Hubris for further details. If you have anything even half as interesting and damning, I'm looking forward to reading it.

I'm curious as to what intelligence sources Bubba Clinton (and these other democrats) were citing when he/they referred to Iraq's "weapons of mass destruction", etc. Anyone?

Look we know full well that he did use and had Weapons of mass destruction, he used them against his own people and against Iran. He was trying to develope nukes but did not at that time have them (as far as we know) He might well have been able to produce a dirty bomb but what he did not have was the means of delivering it via a missile
