The line item veto would destroy the checks and balances system intentionally incorporated into our system of government by the framers of the constitution. I would favor a ban on inserting pet projects into every bill that comes along before I would favor changing the constitution.

 

Sounds nice, but I would bet that our framers would have never imagined how much "pork" or "pet projects" are added into a bill that ends up being INCHES thick under some title of "crime" or "education", for example.

Checks and balances is one thing...accountability is another.

 

Ear marks would be easy enough to control if Congress actually wanted to control them. It wouldn't take a constitutional change but rather some guts on both sides of the aisle.

 

Agree...at least it would be a step toward accountability.

 

Congressmen are unlikely to cut off the hand that feeds them. Given that they are the only ones that can change this practice, we aren't likely to see it change anytime soon. I think a good start would be to put a cap on the percentage of the total bill that ear marks could not exceed. They would probably just end up passing more bills.
