First, it's completely out of context. They paid 3 million dollars as part of legally required reimbursement for cooperating in various investigations. This is normal, it's mostly reimbursing Twitter for taking their employees' time in gathering and submitting documents. 18 U.S. Code 2706 - Cost Reimbursement Crucially, the Twitter files person who released this info doesn't directly draw the line between payment and action, he merely suggests it "may" have helped. Second, it doesn't pass the smell test. This is tough to imagine for us normal people, but 3 million dollars is nothing to Twitter. Famously, when Elon took over Twitter, it was operating at a loss of 3 million per day. Do you really think they were bought off for 1 day of operation?
Dear Gene, THE FBI HAS NO BUSINESS COLUDING WITH TWITTER ON SUBJECTS THAT NEEDED CLEARANCE (on a secure pathway or in person meetings) TO MAKE SURE THAT ANYTHING THAT FAVORS ONE POLITICAL PARTY OVER ANOTHER IS CARRIED OUT. I don't care how that money is "explained" to cover it up. You of all people know the ropes. Write an email like the lady at the end of the Obama administration and the one you posted. Additionally, all those FBI agents/ex agents working for/with Twitter got paid by the government to do something very "smelly."
Go complain to Reagan. This law was put into action under him. Are you saying private business should not be reimbursed for their time and resources cooperating in investigations? That sounds worse to me because a vindictive government could demand a company they didn't like comply with investigations for free, running them out of business. Worse still, without laws like this dictating the rate of reimbursement, you could actually see bribery via massive "reimbursement" It's not perfect, but this law is the best solution we have now.

Now, to anticipate your next question: Since virtually all politicians are corrupt we would need to qualify their corruption and limit it to harm to our country. While Trump is corrupt, I honestly cannot think of an action he did that harmed our country and would get him marked for torture. I think a Nixon or Kennedy would also be exempt. It's complicated, but taking a bribe by one company over another to build a bridge would also not harm the country. Making money in stock trades by a government employee would not harm the country.
